Let’s Start Over…

Have you ever fudged your taxes a little bit? Maybe you inflated a deduction by a few bucks, decided to underreport your income, or took advantage of a tax credit you weren’t really entitled to.

Should you have to live in fear of the IRS just because you didn’t do things the right way? We’ve all made mistakes and we’ve all taken shortcuts to get things we want.

The IRS spent nearly
$6.4 BILLION (yes, BILLION) dollars in 2005 on enforcement activities alone. That goes up almost 8% in 2006, to $6.9 billion. Most of that money is spent finding and auditing returns from prior years.

OUR PROPOSAL

Ever heard the expression “don’t throw good money after bad”? Well that’s exactly what the IRS enforcement is. It’s a losing proposition and the prospect of an IRS audit deters tax cheats about as much as the death penalty deters murderers.

It’s time for CHANGE. It’s time for REFORM. It’s time to WIPE THE SLATE CLEAN. Here’s how it would work:

  1. We immediately stop all new IRS audits of prior year returns.
     
  2. Anyone who cheated on a prior year return can register with a database*. Registering your return will acknowledge your commitment to comply with the law for all future filings. Your penalty for cheating is determined by the length of time that has passed since filing your fraudulent return:
     
    1. Under 3 years -- Cheaters must pay a $1,000 fine, attend a tax preparation education series, and undergo a background check. In addition, they are put into a probationary program where their returns will be singled out for audit for five consecutive years. If they file clean returns for each of those five years then they receive earned-amnesty.
       
    2. 3 to 5 years -- Cheaters must pay a $500 fine and are enrolled in the probationary program for three years.
       
    3. 5 or more years -- Full and immediate amnesty.
       
  3. Starting with tax year 2006, the number of IRS auditors will be doubled and the entire enforcement budget will be used to select, investigate, and audit new returns.

FROM 2006 ON, NO ONE WILL DARE CHEAT THE IRS BECAUSE THEY WILL, WITHOUT A DOUBT, BE CAUGHT. TAX COMPLIANCE AND REVENUE WILL SKYROCKET, ERASING OUR NATIONAL DEBT IN JUST YEARS. LET’S FORGIVE THE PAST SO WE CAN GUARANTEE A BETTER FUTURE FOR OUR CHILDREN.
 

*The database will be built and maintained by an independent company. Each person who registers would be assigned a unique ID that would interface with the IRS database. The IRS would not have direct access to this database and it would not be used for any future enforcement purposes.
